This section is intended for accounting and disposal of property transferred to state ownership on specific grounds, in accordance with the Order of the Minister of Finance of the Republic of Kazakhstan dated March 30, 2015 No. 227 “On Approval of the Rules for the Disposal or Use of Property Seized on the Basis of a Criminal Court Verdict in Connection with Property Confiscation or by Decision on the Transfer of Property to the State,” and for ensuring the participation of individuals and legal entities in auctions for the disposal of property, provided they are registered in the system and have submitted electronic applications for participation within the established period.

In addition, this section allows users to view information and materials about property put up for auction, as well as property transferred free of charge to social service entities or placed on consignment for sale through trading organizations.

Access to the database is provided on the basis of a written application (download application form) of the authorized state body, submitted to the Joint Stock Company “Information and Accounting Center,” designated as the Unified Operator in the field of state property accounting in accordance with the Resolution of the Government of the Republic of Kazakhstan dated July 15, 2011 No. 802.

Access to the Service is provided to:

Employees of central and local executive bodies (CEBs/LEBs) who possess an electronic digital signature issued by the National Certification Authority of Kazakhstan.
After registration in the Service by a user with the EDS of the first head of a CEB/LEB, such a user is automatically granted administrator rights (without submitting a written request to the unified operator). The administrator subsequently independently provides access to the Service to other employees of the organization through the “Users” section in the Personal Account (video instruction available at this link).
